The National Centre for Good Governance (NCGG) in India is hosting the 2nd capacity building program for senior civil servants from Sri Lanka from February 26th to March 8th, 2024. This program fosters knowledge sharing and collaboration between the two nations in the realm of public policy and governance.

A Delegation of 40 Sri Lankan Officials:

  • The program welcomes 40 senior Sri Lankan civil servants from diverse roles, including Directors, Deputy Directors, and Secretaries at provincial and divisional levels.
  • This follows the visit of a 14-member delegation led by Sri Lanka’s Secretary to Prime Minister in February 2024.

NCGG: Sharing Best Practices in Public Governance:

  • Shri V. Srinivas, Director General of NCGG, inaugurated the program by showcasing the center’s work and significant progress since its inception.
  • He highlighted India’s success in adopting digital technologies for citizen-centric governance under the “Maximum Governance – Minimum Government” policy.
  • Examples like the Public Grievance Redressal through CPGRAMS and e-governance frameworks like E-Unnat, Nivesh Mitra, and Seva Sindhu were presented as potential models for Sri Lanka to explore and adapt.

Knowledge Exchange and Learning Opportunities:

  • The program aims to facilitate the exchange of knowledge and innovations in areas like:
    • Land acquisition
    • Changing governance paradigms
    • Housing for all using digital technology
    • Disaster management
    • Public health initiatives
    • Public-private partnerships
    • Swamitva scheme (land ownership)
    • Government e-Marketplace (GeM) for transparency
    • Aadhaar: A tool for good governance
    • Circular economy
    • Election management
  • Field visits to renowned institutions like the Indira Gandhi National Forest Academy and the Taj Mahal will further enrich the learning experience.

NCGG’s Global Reach in Capacity Building:

  • NCGG, in collaboration with the Ministry of External Affairs (MEA), has trained civil servants from 17 countries, including Sri Lanka, demonstrating its commitment to global knowledge exchange in public governance.

This program fosters collaboration between India and Sri Lanka, enabling them to learn from each other’s experiences and explore avenues for improving public services and governance for their citizens.
